QUALIFICATION AND EXPERIENCE
Suitable candidate must poses a good university degree with a minimum of second class in Civil/Structural, Mechanical or chemical engineering with a relevant experience of not less than 5 yrs in the upstream oil and gas covering design, fabrication, installation, start-up and maintenance of offshore production facilities. Demonstrated ability to effectively utilize modeling software (PIPESIM, HYSYS) is required. Other requirements as in 1 above.

The Coalitions for Change Programme (C4C) is an initiative designed to change the way in which government agencies relate to the public. C4C is supported by DFID. C4C is presently seeking to employ capable and experienced candidates for the following positions:
 
1) Monitoring and Evaluation (M & E) / Knowledge Management Officer
2) Senior Project Officer
3) Web Manager

1. M & E OFFICER: (One year renewable Contract)
The successful candidate will be required to manage all programme M & E data across to various Issue Based Projects (IBPs) at the programme office, as well as coordinate M & E activities in liaison with the Senior Project Managers embedded with the different IBP Coalition secretariats.

Key Responsibilities
The main responsibilities of the post holder include:
Knowledge Management of programme and project activities and outcomes vis-à-vis the programme and IBP log frame outputs
M & E Documentation

The M&E / Knowledge Management Officer shall be expected to:
a. Study and understand the C4C change philosophy with an eye to identifying and tracking and documenting MOVs of delivery on IBP output related activities.
b. Understand C4C & all lBP the log frames
c. Be familiar with DFID's Output to Purpose Review systems (OPR) weighing system
d. Develop an analysis of the 'as is' situation of the IBPs so as to enable C4C

Management evaluates the desired change at OPR level and at the end of the project.

The secretariat is also responsible for coordination the coalition's implementation activities towards achieving the outputs of the IBPs log frame.

This implies the ardent need to embed competent & articulate individuals with the various IBP secretariats, who will act as liaison between the IBP coalition, the secretariat and the C4C programme office, to ensure synergy of activities, M & E data identification, classification & collation (according to the-overall C4C /IBP log frame outputs).
Accordingly, C4C would need to engage the services of an experienced and skilled Senior Project Officer to achieve this.

Key Responsibilities

Reporting to the Head of Coalition Secretariat, the main responsibilities of the post holder will include:

Knowledge Management of the IBP coalition's activities and outcomes in relation to the Outputs contained in the IBP logical framework Support to the IBP coalition on
Monitoring and Evaluation (M&E) design, documentation and communications.

Support to the coalition (secretariat) to ensure that the coalition delivers on its log frame outputs

The key roles and responsibilities of the Company Site Representatives include but not limited to the following:

8.To undertake and spend about 60% of the time while on site inspecting line operations (survey, shot hole drilling and seismic data recording) ensuring that work is carried out in accordance with the companies standards.


9.To verify the correct functioning of all the Geophysical Contractor's equipments and instruments prior to and during the duration of the survey.

10.To ensure that the conditions of approval and provisions of the Environmental Management Plan in the approved ESHIA documentations are complied with by the Geophysical Contractors.

11.To ensure compliance of the key roles and responsibilities of the CA Supervisors which include but not limited to the following:

(i)To ensure that the communities in our areas of operation are continuously engaged and license to operate (LTO) are obtained.
(ii)To ensure that enumeration and assessment of damages done to economic and cash crops are jointly done with the claimants
(iii)To ensure that all the interactions with the communities are fully and properly documented
(iv)To ensure that compensation for damages are duly paid and witness the payments in the communities
(v)To ensure that earth roads damaged due to our operations are repaired and post repair inspections are done
(vi)To participate in the investigation of any claims that may arise in the cause of the seismic work.

2 A good Degree in Agricultural Economics or other related fields with a minimum of Second Class (Lower Division) from a recognised University.

3 Minimum of 3 years experience as a Market Analyst or a related function in a reputable company.

4 Good knowledge and usage of Microsoft suite.

5 NYSC discharge certificate

6 A Masters Degree will be an added advantage but not essential.

7 A valid driver's license and a passion for long distance driving.

8 Ability to speak Hausa and English Language fluently and willingness to work in any part of Nigeria.
